PrEP target-setting for key and high-priority populations – Estimating the number at risk

Oral pre-exposure prophylaxis (PrEP) is recommended by the World Health Organization (WHO) as an additional prevention option for people at substantial risk for HIV infection as part of combination HIV prevention. Providing access to PrEP is one of the five prevention pillars to meet global targets to reduce the number of new HIV infections by 2020. This document provides a method to estimate the number of individuals at substantial risk within specific key and high-priority populations.
